SWANSEA Representatives of a company planning small data centers for artificial intelligence work will meet with Swansea's Board of Selectmen on Tuesday, Nov. 10, to discuss a possible facility in town.

It is the only item on the board's agenda for that night. The meeting starts at 6:30 p.m. at the School Administration Building, 1 Gardners Neck Road, under a notice the town clerk's office stamped at 9:30 a.m. Thursday. The item reads, "Discussion on Potential Inference Point Facility in Swansea. Representatives from Edge and Prime Group Holdings, LLC will be present."

Swansea's neighbors have been weighing data centers for weeks. Officials or voters in Somerset, Taunton, New Bedford, Seekonk, Rehoboth and Dighton have acted on, or scheduled votes on, data center pauses, bans or bylaws since mid-October.

What the agenda shows

The notice lists the item as a discussion. It does not say where in Swansea the facility would go, how large it would be, how much power it would draw or whether any permit application has been filed, and no vote is listed. The notice says the meeting will be broadcast live on Swansea Comcast Channel 96, on the Swansea Community Network's Facebook page and at swanseacn.com.

The Board of Selectmen is Chairman Michael K. Beaudette, Vice Chairman Robert C. Medeiros and Clerk Alanna B. Solitro, according to the town's website. Mitchell Ruscitti is the town administrator.

Prime Group's data center plan

Prime Group Holdings is a New York private equity firm and the parent of Prime Storage, a national self-storage company, WHRO in Virginia reported in September. On April 21, the company announced that its digital infrastructure division would put edge data centers and battery energy storage systems on properties across its existing nationwide portfolio, using technology from Microsoft and Qcells, a Hanwha subsidiary, and energy know-how from TransGrid Energy, also a Hanwha affiliate, according to the announcement as Modern Storage Media and IREI published it.

The company said the network is built for inference, which it described as the execution of AI models, and that such work benefits from being close to the people who use it. It listed computer vision, speech recognition and industrial automation as uses. In James City County, Virginia, Prime Storage filed a conceptual plan in early September to turn part of a self-storage building into what the developer called a 5-megawatt inference point, to be run by Edge Inference LLC, another Prime Group subsidiary, WHRO reported. The Swansea agenda does not say whether that company is the Edge it lists.

What neighboring towns have done

Somerset's selectmen voted Oct. 28 to send a temporary data center moratorium to their Planning Board for a hearing. Taunton's City Council banned data centers and added a one-year moratorium Oct. 20, and a New Bedford City Council committee backed Mayor Jon Mitchell's citywide ban Oct. 26.

Seekonk voters take up a zoning ban on data centers at their Nov. 9 town meeting, and Rehoboth's Nov. 17 special town meeting has a ban of its own on the warrant. In Dighton, the Planning Board's Wednesday, Nov. 18, agenda, posted Thursday, lists a proposed data center bylaw from Brett Zografos for review and possible action.

How to watch

Residents can attend the Nov. 10 meeting in person or watch it live on Channel 96 or the Swansea Community Network. Questions for the board can go to the town administrator's office at 508-678-2981, ext. 5, the number the town lists.

Notes

Every fact comes from the Swansea Board of Selectmen's posted Nov. 10 agenda, the town's Board of Selectmen page, the Dighton Planning Board's posted Nov. 18 agenda, Prime Group's April 21 announcement as Modern Storage Media and IREI published it, a WHRO report credited by name, and our earlier stories drawn from town records in Somerset, Seekonk and Rehoboth. We read them on Nov. 5. We checked each date and weekday against a calendar. The agenda does not name the site, its size or its power draw, and we have not guessed them.
