Greater New Bedford Voc-Tech committee votes Oct. 20 on admissions lottery rules and short-term borrowing
The policy sets the rules for the lottery that fills 625 freshman seats next fall. State rules make the committee approve it every year.
Updated Oct. 18 with more detail.
NEW BEDFORD The Greater New Bedford Regional Vocational Technical High School Committee will vote Tuesday, Oct. 20, on the admissions policy for next fall's freshman class and on letting the district treasurer borrow against revenue it expects to receive, according to the posted agenda. The meeting starts at 6 p.m. in the Student Forum at the school, 1121 Ashley Blvd., New Bedford, and streams live on the district's YouTube channel.
The admissions vote reaches families in New Bedford, Dartmouth and Fairhaven, the three communities the district serves. Applications from incoming ninth graders opened Oct. 13, and the school plans to pick 625 incoming freshmen by random lottery between March 15 and March 26, 2027, its admissions page says.
What the admissions vote covers
State rules changed how vocational schools fill seats. Starting with the 2025-26 admissions cycle, a career and technical school with more applicants than seats must admit students by lottery, under the state's vocational education regulations. A school may favor applicants only through extra lottery weights tied to a short list of criteria, and a student who meets one "is assigned one additional weight in the lottery," the regulation says. It also says the criteria "shall be approved annually by the school's board of trustees or school committee," which is why the policy returns each fall. A revised policy is due to the state education department by Nov. 1.
The policy now posted on the district's website gives two weights. An applicant earns one for having fewer than 27 unexcused full-day absences in the 270 school days before applying, and one for having no suspension or expulsion in that period for possessing a dangerous weapon or assaulting school staff under the state's school discipline law. The policy says the school "will not score or rank students on these criteria." The agenda does not say what the 2026-27 version would change, and no draft was posted with it.
How the committee voted last year
During the committee's discussion of the 2025-26 policy on Oct. 14, 2025, Wayne Oliveira, a Fairhaven appointee, said he "is opposed to the lottery in general and feels that students who try hard are being hurt by the process," the minutes record. The committee then adopted the policy 7-1. The minutes do not say who voted no.
A month earlier, Superintendent Michael Watson told the committee why applicants must file residency papers before the lottery. "Because the school is funded by the Commonwealth of Massachusetts and local authorities, you can't live outside of the district and be charging the balance of that student's tuition to one of the member municipalities," the Sept. 9, 2025, minutes record.
The borrowing request and the budget
State law lets a regional school district "incur temporary debt in anticipation of revenue to be received from any source." The agenda gives no amount, and no meeting packet was posted. The same agenda introduces new administrators and the district treasurer.
On April 28, the committee adopted a $58,292,985 operating and capital budget for July 1, 2026, to June 30, 2027, on a 7-0 roll call, the minutes show. That total includes $400,000 from excess and deficiency moved into the capital renovations line. The committee also approved assessments of $6,936,189 for New Bedford, $6,040,897 for Dartmouth and $2,928,534 for Fairhaven, which add up to $15,905,620.
Also on the agenda
The committee will start with a closed executive session on bargaining strategy for talks with GNBEU Unit A. In open session it is scheduled to vote on agreements with Teamsters Local 59 and with the GNBEU on medication administration, a bullying prevention and intervention plan, a representative to the Southeastern Massachusetts Educational Collaborative, and out-of-state trips for student athletes and senior English students.
How to weigh in
Written comments are due to the committee's recording secretary by 3 p.m. Monday, Oct. 19, the notice says, and the meeting has a public comment period. The district office is at 1121 Ashley Blvd., and its main number is 508-998-3321. Anyone who needs an accommodation should call 508-998-3321, ext. 275, at least 48 hours ahead. The eight-member committee has four members appointed by New Bedford's mayor and two each from Dartmouth and Fairhaven, according to the district.

How we verified this
Every fact comes from records posted by the district, the state and the Town of Dartmouth, listed below. We read them on Oct. 18. The agenda, notice and minutes are scanned copies, which we read page by page. No meeting packet or draft of the 2026/27 policy was posted, so the story does not say what the new version changes or how much the district wants to borrow. We added the three assessments ourselves. We left out the private people named on the agenda, including a student. We checked each date and weekday against a calendar and each claim against the documents. Not heard: no one was contacted.
