Rochester Select Board to weigh a Jan. 25 Special Town Meeting; no warrant posted yet

No articles have been posted. A petition signed by 100 registered voters can put one on the warrant.

Updated Oct. 18 with more detail.

ROCHESTER The Rochester Select Board will discuss and possibly vote Monday, Oct. 19, on holding a Special Town Meeting on Jan. 25, 2027, according to its revised agenda. Town meeting is the town's legislative body, where voters adopt bylaws, make appropriations and approve land deals, according to the town's guide to citizens' petitions. The agenda does not list any articles, and no draft warrant has been posted on the town's website.

The board meets at 6 p.m. in the Town Hall conference room, 1 Constitution Way. The agenda also gives a Zoom link, meeting ID 857 8620 4154. The clerk's office logged the revised agenda as received Oct. 16.

How a special town meeting works

Rochester governs itself by open town meeting, "giving every registered voter the opportunity to participate directly in local decision-making," the town's website says. Voters can act only on articles printed in the warrant. A special town meeting that takes up spending of $25,000 or more, or zoning, needs 50 voters present to do business, and 15 for smaller items. Most articles pass by majority. Zoning changes need two-thirds. The Annual Town Meeting falls in May, on a Monday no later than the third Monday.

What happens next

If the board sets the date, it must still issue a warrant, which under state law has to name the subjects voters will act on. State law requires notice at least 14 days before a special town meeting, so a Jan. 25 warrant would have to be posted by Jan. 11. The agenda does not say when the board will close the warrant to new articles.

Voters can add their own article. State law requires the Select Board to put on a special town meeting warrant any article requested in writing by 100 registered voters, or 10% of the town's voters if that is fewer. The town's guide to citizens' petitions says signatures go first to the town clerk for certification, then to the town administrator and the board by the deadline the board sets. The guide urges petitioners to meet first with the board or committee that oversees their subject. "Submitting a petition at the last minute is usually not a good idea" if the material has not been discussed with those in charge of the subject, it says.

Also on Monday

The board is also scheduled to discuss and possibly vote on an addendum to the facilities director's contract and on open session minutes the agenda dates Oct. 8. The agenda lists an executive session with no stated purpose. Correspondence includes a September PILOT (payment in lieu of taxes) from SEMASS and a list of board meeting dates through March 2027.

At 7 p.m. in the same room, a joint appointing committee of the Select Board chair, the Finance Committee chair and the town moderator meets to discuss and possibly vote on a Finance Committee appointment, a separate agenda shows. The board's Sept. 8 agenda listed a notice of vacancy on that committee. Before town meeting, the town's website tells voters to "Read Finance Committee recommendations."

How to weigh in

Public comment is the last business item on the agenda before adjournment. Residents can reach Town Hall at 508-763-3871 or info@townofrochesterma.gov, which the town says routes messages to the right office. The town clerk's office, which certifies petition signatures, is at 508-763-3871, ext. 117.

How we verified this

Every fact comes from the town's own posted records and state law, listed below. We read them on Oct. 18. The agendas are scanned copies, which we read page by page; the proposed date on the page is Jan. 25, 2027. No warrant, article list or minutes explaining the date were posted, so the story does not say what the meeting would take up. We left out the private people named on the agendas. We checked each date and weekday against a calendar and each claim against the documents. South Coast 360 sought comment Sunday from the town administrator; no reply yet.
