DIGHTON The Bristol-Plymouth Regional Technical School Committee voted 6-1 on Sept. 2 to add provisions for the siblings of students and the children of staff to the school's 2027 admission policy, according to minutes of that meeting the district posted Monday, Oct. 19.
Bristol-Plymouth, on Hart Street in Taunton, serves Berkley, Bridgewater, Dighton, Freetown, Middleborough, Raynham, Rehoboth and Taunton, its letterhead says. Each town has a seat on the committee, and Taunton has two.
What the committee changed
Superintendent-Director Andrew Rebello brought the committee a proposed change adding "twin and sibling language" to the 2027 admission policy, the minutes say. The changes had a first reading Aug. 5, when members asked about the lottery system and the state approval process, according to the August minutes. The Sept. 2 minutes say members asked about the children of staff, including whether staff and their children must live in the community, and about blended families and whether siblings would share a lottery number. Melanie Shaw, the pupil services administrator, explained how the process would work and where students would fall on the lottery list.
Members also said they wanted parents to get involved and to contact their state representatives or the state education department about the change, the minutes say. The motion, by James W. Clark of Rehoboth and seconded by Louis Borges Jr. of Taunton, was "to accept the changes, including adding the provisions for siblings and staff, to the 2027 Admission Policy as presented." George L. Randall III of Middleborough voted no. Voting yes were Clark, Louis Borges, Michael J. Dolan of Bridgewater, Richard J. Spada Jr. of Berkley, Joseph M. Zinni Jr. of Freetown and Edward F. Dutra Jr. of Dighton, who took part by phone. Chair Estele C. Borges of Taunton, listed as present, does not appear in the roll call, and Timothy J. Holick of Raynham was absent.
The minutes do not spell out how the sibling and staff provisions rank applicants, and they do not say whether the state has signed off on the change. The document the committee reviewed is listed as "Addition to 2027-2028 Admission Policy."
A new leader and a new building
On April 1, the committee voted 8-0 to select Rebello as superintendent "subject to contract negotiations," the April minutes show. Rebello had been assistant superintendent, and Chair Estele C. Borges told members that Alexandre Magalhaes, the superintendent-director, was leaving in July. By the committee's Aug. 5 meeting, the minutes list Rebello as superintendent-director. Two members, Michael J. Dolan and Richard J. Spada Jr., urged a nationwide search but said they would support Rebello if the committee chose not to search. Rebello told the committee he was ready and said being considered would be "the honor of a lifetime," the minutes say.
At that April meeting, Magalhaes laid out the timeline for the school's new building: closing the old school July 13, a ribbon cutting in July and full occupancy Aug. 18. On Sept. 2, Rebello updated the committee on the opening of the new school and told members students would start classes the next day, Sept. 3, the date on the school calendar. The committee also approved his goals that night, 7-0, after its personnel subcommittee signed off on them.
What comes next
The committee met again Oct. 7. Its posted agenda called for votes on the 2026-27 District and School Improvement Plan and the Bristol-Plymouth Promise, both introduced Sept. 2, and on the close of the fiscal 2026 budget. Minutes of that meeting were not posted as of Monday evening. Each meeting the committee has held this year has fallen on the first Wednesday of the month, its minutes archive shows. The September meeting began at 6 p.m., and the Oct. 7 agenda set the same hour in the second-floor board room at 207 Hart St., Taunton. Agendas and minutes are posted on the district website, and the school's main number, listed on the committee page, is 508-823-5151.

How we verified this
Every fact comes from Bristol-Plymouth's own records listed below: the School Committee minutes of April 1, Aug. 5 and Sept. 2, the Oct. 7 agenda, the committee and district offices pages and the 2026-27 calendar. We read them on Oct. 19. The minutes summarize the discussion; the quotes are the minutes' own words. We left out the names of students mentioned in the minutes. We checked each date and weekday against a calendar and counted each roll call ourselves. Not heard: no one was contacted. The admission policy text itself was not posted with the minutes, so we do not describe how the provisions rank applicants or whether the state has approved them.
