Fall River's Traffic Board will take up requests Wednesday for all-way stop signs at two intersections, one of them near two schools, along with limits on parking during school drop-off and pick-up. The board meets at 4 p.m. on Oct. 21 in the City Council Hearing Room on the first floor of Government Center, according to the revised agenda the city's Parking Clerk posted Oct. 15.

What is on the agenda

The agenda lists seven street requests. The first asks the board "to make Ray Street at Weetamoe Street a four-way stop," because the intersection is "a high traffic area due to both the high school and elementary school in this area." A second asks for a four-way stop at Robeson Street and Maple Street, "due to many accidents at this intersection." The agenda gives no crash count for either corner.

Two more requests concern school traffic. One seeks a parking ban on both sides of London Street from Quarry Street to Eddy Street during drop-off and pick-up hours, the agenda says, without naming a school. A resident of Dwelly Street asked the board to review parking restrictions and signs for "School Buses Only" behind Carlton M. Viveiros School.

Two requests deal with narrow or hard-to-use streets. One would ban parking on one side of Carver Street, or make it one-way, because of the street's width and the "inability for 2 vehicles to pass at the same time." A resident asked that Eddy Street become a two-way street because of trouble turning out of the parking area at a housing complex; the agenda says an invitation went to the housing director to discuss it. Separately, a nail and beauty business on North Main Street, open 9 a.m. to 8 p.m. Monday through Saturday, asked for timed parking signs in front of the shop.

Parking for drivers with disabilities

Three tenants without off-street parking have asked for handicap spaces on South Main, Rodman and Boutwell streets. The Traffic Department also asks the board to rescind 12 handicap spaces that it says are no longer used because the permit holders "have either moved, no longer drive or have passed away." They are on North Main, County (two), South Almond, Eastern Avenue, Lindsey, Snell, Boutwell, Pokross, Fourth, Jefferson and Kilburn streets. The revised agenda also added a curb cut request on Dyer Street, which the city's Engineering Department reviewed and "found no issues," the agenda says.

How a request becomes a rule

Requests the board reviews can end up before the City Council. Two curb cut requests on the board's Sept. 16 agenda, on Dwelly Street at the Fall River Armory and on Fenmore Street, came to the council for public hearings Oct. 13, that night's council agenda shows. The same council agenda listed, on second reading, a traffic ordinance removing handicap parking spaces on 18 streets.

How to weigh in

Citizen input is the first item on the agenda. People who make a request should plan to attend: several requests on the board's Sept. 16 agenda were listed as tabled because the people who made them were not there. The meeting is open to the public and is carried on Comcast Channel 18, on Fall River Government Television at frgtv.us/live and on the station's Facebook page. The Traffic Department is in Room 234 of Government Center, 508-324-2123, traffic@fallriverma.gov. Stephanie MacArthur is the city's director of traffic and parking.

How we verified this

Every fact comes from the city's posted Traffic Board agendas for Oct. 21 (original and revised) and Sept. 16, the City Council's Oct. 13 agenda packet and the Traffic Department page, all listed below. We read them on Oct. 18. The agendas are scanned documents. We left out the names and house numbers of private residents who made requests. We counted the 12 rescinded spaces and 18 streets ourselves from the lists, checked each date and weekday against a calendar, and checked each claim against the documents. Not heard: no one was contacted. Questions for the Traffic Department are logged but had not been sent as of Oct. 18.
